The Cyber Security and Technology Crime Bureau (CSTCB) of the Hong Kong Police Force (HKPF) has introduced the “Scameter+” mobile app (the “App”), designed to aid the public in recognizing frauds and online dangers, and to enhance their awareness in crime prevention.

• Key Features
• Scameter Search Engine:
• The Scameter Search Engine is a tool to help users identify frauds and online pitfalls. By entering details like platform account names or numbers, payment accounts, phone numbers, email addresses, and URLs, individuals can promptly evaluate the risk of fraud and cyber threats when encountering suspicious calls, online sellers, friend requests, job ads, or investment websites.
• Call Alert:
• The Call Alert function serves as a call detector specifically targeting phishing and scam call types. Once activated with your consent, the App requests Call Log permission from your device and provides verified phishing/scam phone numbers daily in hashed format as a local database. By comparing incoming caller IDs automatically with your call log, the App notifies you of verified phishing/scam numbers. To maintain your privacy, all comparisons occur locally on your device to avoid storing or transmitting personal data.
• Website Detection:
• Website Detection acts as a phishing/scam website detector, allowing users to enable phishing/scam domain filtering by activating a local VPN tunnel within the App. Verified phishing/scam domain lists are sent daily in hashed format for local comparison; notification alerts are issued upon detecting potential phishing/scam domains during browsing. To ensure privacy protection, no remote connections are made during domain comparisons, thereby preventing data submission to external servers or third parties.
• Public Intelligence:
• This feature enables users to instantly share suspicious websites or phone numbers for potential inclusion in the scam database post-analysis. Accessible to all utilizing the Scameter Search, Call Alert, and Website Detection features, this collaborative effort seeks to diminish scam risks for all. Note that the public intelligence platform solely receives scam-related data; for Police reports or emergencies, contact a nearby station or dial 999.
